ASSUMPTION



Officials of the City of Harrisonville, a city located in Cass County, assume no fiscal impact; however, officials assume the proposal would hinder the economic and physical development of their city.



Oversight assume this proposal amends annexation laws and would have no state fiscal impact.



Entities not responding to this proposal are as follows: Pleasant Hill, Belton, Garden City, Raymore, Peculiar, and Archie, and the County Commission of Cass County.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This bill allows an unincorporated area in Cass County to vote on incorporation as a city regardless of any proposed annexation of the area by a city of the third or fourth class or Kansas City.



Any annexation proposal by a third or fourth class city or Kansas City would not become effective if the qualified voters of the unincorporated area voted to become an incorporated city.



The bill also allows for the incorporation of a city in Cass County in an area located within two miles of another city.

The bill contains an emergency clause.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
