FISCAL ANALYSIS



ASSUMPTION



Officials of the City of St. Joseph issued a statement of concern about certain sections of current law, and made no fiscal statements.



Cass County officials assume no fiscal impact.



Officials of the City of Springfield assume no fiscal impact.



Oversight assumes this proposal only authorizes certain political subdivisions to create a Geographical Information System and does not mandate that they do so. Therefore, Oversight assumes no state or local fiscal impact. Political Subdivisions that would elect to create a GIS would have the costs of creation, and would realize income sufficient to cover the creation costs.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This bill extends authority to develop geographic information systems to St. Joseph, Columbia, Lee's Summit, and all first classification counties without a charter form of government.

Under current law, only Springfield and Greene County have the ability to develop geographical information systems and to charge for the use of the systems. Geographical information systems link maps with other data about an area.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
