ASSUMPTION
Officials from the Office of the State Treasurer and the University of Missouri each assume this proposal would not fiscally impact their respective agencies.
Officials from the Department of Public Safety - Fire Safety (DFS) state that monetary gifts could be utilized to provide low or no cost training to emergency responders. DFS states that it is unknown the amount of the gifts that could be received by the fund.
Oversight assumes this proposal is permissive, and simply allows gifts and grants as well as appropriations from the General Assembly to be made to the Missouri Fire Education Trust Fund. This proposal does not change the distribution of moneys in the fund, nor does it increase the responsibilities of the University of Missouri Fire and Rescue Training Institute or DFS. Therefore, Oversight assumes this proposal would have no fiscal impact upon the state, unless gifts or grants were made to this fund, or if the General Assembly decided to appropriate additional moneys to the fund, and has reflected the fiscal impact of the proposal as zero.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal allows the Missouri Fire Education Trust Fund to receive moneys from gifts, grants, or appropriation by the General Assembly.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
