FISCAL ANALYSIS



ASSUMPTION



Officials from the Office of Administration - Design and Construction and the Office of the Governor each state the proposal wold not fiscally impact their respective agencies.



In response to a similar proposal from this year, officials from the Office of the Attorney General assumed that any potential costs arising from this proposal can be absorbed with existing resources.



Officials from the Department of Public Safety - Missouri National Guard (MNG) state the proposal would not fiscally impact their agency. In response to a similar proposal from this year, the MNG stated the armory in Neosho is in poor condition and not adequate for military usage. By closing this armory and transferring the ownership to the City of Neosho, the State of Missouri will avoid significant cost to repair and renovate the existing armory.



In response to a similar proposal from this year, officials from Neosho stated they will incur some initial costs to convert the armory to a Police and Court facility. Neosho also stated they would experience some savings after the move of the Police and Court facilities, as a result of anticipated utilities and maintenance costs being less than what is currently being paid.





ASSUMPTION



Officials from Newton County did not respond to Oversight's request for fiscal impact.



Oversight assumes the state will be disposing of the National Guard Armory in Neosho from its general fixed assets for $1, which is immaterial for purposes of the fiscal note.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This proposal authorizes the Governor to convey certain state property located in Newton County, known as the National Guard Armory, to the City of Neosho. The deed provides for a perpetual easement to the American Legion Post #163 located in Neosho for the use of the premises.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
