ASSUMPTION
Officials from the Office of Administration, Division of Budget and Planning (BAP) assume this proposal would have no impact on their organization. BAP assumes the Department of Public Safety would complete the homeland security spending analysis report.
Officials from the Office of administration, Division of Accounting, the Department of Conservation, the Department of Transportation , the Boone County Sheriff's Department, assume this proposal would have no fiscal impact on their organizations.
Officials from the Department of Public Safety (DPS) assume this proposal would require additional staff or contract services if additional oversight of homeland security spending is required. DPS is unable to estimate the expected cost of such additional oversight.
Officials from the Creve Couer Fire Protection District assume the impact of this proposal to their organization would be limited to the preparation and submission of a plan, and estimate that cost at less than $500.
ASSUMPTION (continued)
Officials from the Southeast Missouri Regional Crime Lab assume this proposal would create additional costs for the state, but did not provide an estimate of such costs.
Officials from the Office of Administration, Division of Purchasing and Materials Management (DPMM) assume this proposal would create a requirement that DPMM verify compliance with technical standards before a contract could be awarded for wireless communications programs. DPMM did not provide an estimate of that cost.
Oversight assumes the cost to comply with the requirements of this proposal would be minimal and could be absorbed with existing resources. If multiple measures are passed requiring additional responsibilities or if unforeseen needs are incurred, resources could be requested through the budget process.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would creates the Missouri Uniform Communications Act for Homeland Security. The proposal would require certain purchases to meet specific standards and require the governor to submit an annual homeland security spending report.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
