ASSUMPTION
Having reviewed the proposed legislation and having sought the conclusion of the appropriate board(s), officials from the Department of Economic Development - Division of Professional Registration assume this proposal will have no fiscal impact to their division.
Officials from the Department of Health and Senior Services (DOHSS) state this proposal would not be expected to fiscal impact the operations of DOHSS. If a fiscal impact were to result, funds to support the program would be sought through the appropriations process
Officials from the Department of Elementary and Secondary Education (DESE) state this proposal will have no fiscal impact on their agency. However, the proposal may require additional record-keeping duties in school districts. In addition, medication storage may have to be arranged (if not currently available) in a location at which the pupil or school staff has immediate access in the event of an asthma or anaphylaxis emergency.
Officials from the Lee's Summit and Poplar Bluff School Districts foresee no significant fiscal implication from this proposed legislation.
Officials from the Sikeston School District state that any additional costs, if any, would be nominal.
ASSUMPTION (continued)
A fiscal impact request was sent to the school districts of Kansas City, Mexico, Maryville and others who did not respond to a request for fiscal impact of the proposal.
Oversight assumes any additional costs attributable to this proposed legislation would be minimal and could be absorbed with existing resources.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
Currently, the self-administration of an asthma medication inhaler by students is permissible under certain conditions. This proposed legislation revises the law by broadening permissible
self-administered medications to include auto-injectable epinephrine for anaphylactic shock.
The proposal specifies the necessary conditions for self-administration including a written
treatment plan, proof that a student has demonstrated the skill required, and a signed liability release for the school.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
