FISCAL ANALYSIS

ASSUMPTION


Officials at the Department of Agriculture, Department of Elementary and Secondary Education, Department of Revenue, Department of Economic Development, Office of the State Courts Administrator, Department of Health and Senior Services, Department of Labor and Industrial Relations, Department of Insurance, Financial Institutions and Professional Registration, Office of the Attorney General, Department of Social Services, Department of Mental Health, Department of Natural Resources and the Missouri Department of Transportation each assume no fiscal impact to their respective departments from this proposal.


Officials at the Department of Public Safety's Director's Office, Alcohol & Tobacco Control, Capitol Police, Missouri Highway Patrol, Fire Safety and State Emergency Management Agency all assume that there is no fiscal impact from this proposal.


Officials at the Office of Administration's Accounting, Administrative Hearing Commission and Information Technology Services all assume that there is no fiscal impact from this proposal.


Officials at the Department of Corrections defers to the Office of Administration to address the changes proposed in this bill.


Officials at the Department of Higher Education (DHE) assume that the fiscal impact of this legislation on DHE is unknown. As outlined in Section 37.450, RSMo, subsection 7, a state vehicle fleet fee, to be determined by the Office of Administration, shall be paid by each state agency for each vehicle it owns. There are currently 12 vehicles in DHE's fleet. However, since the state vehicle fleet fee is unknown, it is difficult to determine the fiscal impact on the department.


Oversight assumes that since the vehicle fleet fee is already in statute and this proposal is creating a fund in the state treasury to receive the fee payments that this would not create an additional cost to the agencies.


Officials at the Office of Administration's Budget and Planning assume the balance of the Revolving Administrative Trust (RATF) is swept each year for any amount over 1/12 of the total appropriations from the RATF. This legislation would raise that threshold to ¼ in an effort to keep cash in the fund that has been deposited by the sale of vehicles for the purchase of vehicles.



ASSUMPTION (continued)


Officials at the State Treasurer assume in FY 06 there was a biennial transfer of $464,910.27 from the OA Revolving Trust Fund to General Revenue. With the proposed change in the language, this transfer would have been zero. There were no biennial transfers from the OA Revolving Trust Fund to General Revenue during FY 04 and FY 02. Due to the difficulty in projecting future fund balances and appropriations in future years, we estimate the fiscal impact of these changes from zero to unknown.


Oversight assumes there is no impact to state funds from this proposal.


Officials at the Office of Administration's Division of Personnel assume the change to this section, RSMO 37.005.8, is being undertaken to remove the conflict with RSMo 36.050.3 and with RSMo 36.080.5. As such, there should be no fiscal impact upon the Division of Personnel.


Oversight assume there will be no cost or savings to the state from the changes proposed in Section 37.005.


Officials at the Missouri Veterans Commission assume a loss of revenue to Veterans Home Fund of $1,500 annually.
