FISCAL ANALYSIS


ASSUMPTION


Officials from the Department of Natural Resources, Department of Public Safety – Missouri State Highway Patrol, – Director’s Office, Boone County Sheriff’s Department, St. Louis County, City of Centralia, City of Kansas City, and the City of West Plains assume the proposal would have no fiscal impact on their agencies.


Officials from the Department of Conservation assume the fiscal impact of the proposal is undeterminable since the legislation does not define an emergency.


Oversight assumes no fiscal impact to the Department of Conservation because the legislation refers to the prohibition or restriction of the lawful possession, transfer, sale, transportation, storage, display, or use of firearms during an emergency.


Officials from the Springfield Police Department assume they would incur potential costs associated with the management of public emergencies if restrictions cannot be applied to protect the safety of the general public. Officials assume the costs would depend on the definition of “emergency.” Officials are unable to estimate the costs, but assume the costs could easily exceed $100,000 per incident. Officials estimate the costs to be $500,000. Officials also assume a potential loss in revenue due to the chaos associated with the inability to control crowds and maintain order. Officials assume the losses could easily exceed $100,000, and estimate the losses to be $300,000.


Oversight assumes no fiscal impact to the Springfield Police Department because the legislation refers to the prohibition or restriction of the lawful possession, transfer, sale, transportation, storage, display, or use of firearms during an emergency.


Oversight sent a request for fiscal impact statement to numerous cities as well as to Greene County Sheriff’s Department, Jackson County Sheriff’s Department, Columbia Police Department, St. Louis Metropolitan Police Department, Cass County, Clay County, Greene County, Jackson County, and St. Charles County and received no fiscal impact statement.
