FISCAL ANALYSIS
ASSUMPTION
Officials from the Missouri Department of Conservation, Missouri Department of Transportation, and Department of Insurance, Financial and Professional Regulation assume the proposal will have no fiscal impact on their organizations.
Officials from the Department of Public Safety (DPS) - Director's Office defer to the Missouri Consolidated Health Care Plan for response regarding the fiscal impact of this proposal on their organization.
Officials from the DPS - Missouri State Highway Patrol defer to the Missouri Department of Transportation for response regarding the fiscal impact of this proposal on their organization.
Officials from the Missouri Consolidated Health Care Plan (HCP) state the proposal does not fiscally impact the HCP for state employees. However, right now the HCP only provides data to the Public Entities if they have 100 or more enrolled with a carrier. This would require a change if the employer simply had 50 employees regardless of how many were enrolled. Therefore, this may have some small administrative cost for those entities having between 50 and 100 employees, but it should not be significant.
Oversight assumes, based on HCP's response, that the impact to Public Entities should be absorbable within current funding levels.

The proposed legislation appears to have no fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
