FISCAL ANALYSIS


ASSUMPTION


Officials at the Purchasing and Materials Management (DPMM) assume this proposal will require DPMM to establish bid language to inform bidders that a preference may be applied if the quality of performance and price standards as stated in this bill are met. This preference may skew the evaluation when subjective evaluation criteria is utilized which could cause the contract award to go to other than the lowest and best bid based on preference given and not on the bid's merits.


Officials at the Facilities Management, Design and Construction and the Missouri Veterans Commission assume that there is no fiscal impact from this proposal.
