FISCAL ANALYSIS


ASSUMPTION


Officials at the Department of Higher Education assume that there is no fiscal impact from this proposal.


Officials at the City of Columbia assume a minimal impact, of perhaps several hundred dollars, and not a recurring expense - would incur costs for staff preparation, meeting attendance time and transcription service to record meeting minutes.


Officials at the University of Missouri assume this legislation would severely limit the important University role in promoting economic development in the state through its research parks. The proposed changes would seriously restrict the University's ability to create and expand research parks. They would impose significant burdens on the development of parks by the University and its tenants, and result in delays, and added planning expenses. This would reduce the incentives for companies to locate in Missouri research parks. The loss to the State from reduced development, and costs to the University and research park tenants would be substantial.


Oversight assumes there would be no direct effect on state revenue.
