FISCAL ANALYSIS


ASSUMPTION


Officials from the Missouri Gaming Commission (GAM) state this legislation will result in an indeterminable increase to GAM’s Compulsive Gamblers Fund. Jackpot winnings are considered “non bets” and as such there is currently no documented information related to the subject. Based on anecdotal information, however, GAM believes the total amount of revenue generated to the Compulsive Gambler Fund per year will be less than $100,000 for all eleven casinos now licensed in Missouri. 


Oversight will utilize GAM’s estimate of up to $100,000 annual increase to the Compulsive Gamblers Fund as a result of this proposal.


This proposal may increase Total State Revenues.

FISCAL DESCRIPTION


This bill requires excursion gambling boats to deposit money from jackpots won by gamblers who have voluntarily excluded themselves from gambling boats into the Compulsive Gamblers Fund. Money in the fund is to be used for prevention, treatment, and education of problem gamblers.


This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
