FISCAL ANALYSIS


ASSUMPTION


Officials from the Department of Agriculture, Office of State Courts Administrator, Department of Public Safety, Department of Health and Senior Services and State Treasurer's Office assume no fiscal impact to their agencies.


Officials from the Department of Natural Resources (DNR) assume the Commission or Department Director would determine whether a recycling company that converts animal parts into petroleum is a "persistent violator" of the provisions of this section or any odor rule promulgated by the DNR and if so take appropriate actions on permits and assess civil penalties and surcharges. The proceeds of any surcharges assessed under this proposal would be deposited either into the newly created Air Pollution Enforcement Fund or the Water Pollution Enforcement Fund. The DNR would manage these funds.


The DNR would not anticipate a direct fiscal impact from this proposal.
