FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Health and Senior Services and the Department of Social Services state there will be no fiscal impact to their respective agencies resulting from this proposed legislation.
Officials from the Department of Revenue state they will need to notify all dealers regarding Section 1 and will incur a cost of $4,628 for this purpose. This amount includes postage, envelopes and printing cost. Also, a policy and procedure revision will be required.
Oversight assumes this cost can be absorbed with existing resources.
The Office of Administration Information Technology (ITSD DOR) estimates that this legislation could be implemented utilizing 1 existing CIT III for 1 month at a rate of $4,186. ITSD DOR estimates the IT portion of this request can be accomplished within existing resources; however; if priorities shift, additional FTE/overtime would be needed to implement. Funding would be requested through the budget process.
Oversight assumes this proposal clarifies an existing sales tax exemption and, therefore, would have no impact on Total State Revenue.

FISCAL DESCRIPTION
The proposed legislation appears to have no fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
