FISCAL ANALYSIS


ASSUMPTION


Officials from the Department of Insurance, Financial Institutions & Professional Registration assume the proposal would have no fiscal impact on their agency.


Officials from the Department of Social Services assume the proposal requires the Family Support Division (FSD) to provide a brochure detailing the eligibility requirements for the food stamp program to every pay-day-loan lender. The FSD also has the option of providing the lenders with food stamp applications and instructions. There will be a cost to print the brochures and the food stamp applications and instructions.


The FSD estimates that there are 2,000 pay-day-loan offices in the state of Missouri. It is estimated that each pay-day-loan office would get a supply of 100 brochures, for a total printing of 200,000 brochures (one time). The cost of printing this initial supply of brochures is $3,800. The FSD anticipates having to print this brochure two times in a year, for an annual cost of $3,800 x 2 = $7,600.


If the FSD decides to provide each pay-day-loan lender with food stamp applications and instructions, 200,000 total, the one-time cost would be $9,745 ($3,920 application cost + $5,825 instruction cost). The FSD anticipates having to print Food Stamp application forms and instructions twice a year, for a total annual cost of: $9,745 x 2 = $19,490.


Oversight notes that states can earn the federal medical assistance percentage (FMAP) on Medicaid program expenditures. The FMAP used in the DOS response is a 50/50 split between General Revenue Funds and Federal Funds.

FISCAL DESCRIPTION


The proposed legislation requires lenders of unsecured loans of $500 or less, commonly known as payday loans, to conspicuously display in the lobby of their business establishment a brochure, provided by the Family Support Division of the Department of Social Services, regarding information on and the eligibility requirements for the Missouri Food Stamp Program.


This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
