FISCAL ANALYSIS
ASSUMPTION
Officials from the Missouri Senate, Missouri House of Representatives, Office of the Missouri Governor, Department of Elementary and Secondary Education and the Department of Insurance, Financial Institutions & Professional Registration each assume the proposal would have no fiscal impact on their respective agencies.
Officials from the University of Missouri (UM) state UM would incur minor administrative cost this proposal is implemented.
Officials from the Department of Social Services (DSS) assume there is no fiscal impact to the DSS. Sharing data that is “already available” to the Division of Medical Services and serving as a member of the Commission can be done with existing resources.
Officials from the Department of Mental Health (DMH) assume the responsibility for the administration and collection of data for the Commission rests with the Department of Health and Senior Services and the Division of Medical Services. The DMH currently has no programs or services specifically for the needs of obese individuals to "share" with other state and federal agencies. No costs accrue to the DMH under the current wording of this proposal other than the time of the Director of the DMH or the Director's designee. No fiscal impact.
Officials from the Department of Higher Education assume the proposal would require the Commissioner of Higher Education or his/her designee to serve on the Commission on Prevention and Management of Obesity, which could be performed with existing resources.
Officials from Department of Health and Senior Services (DHSS) assume the proposal does not result in a fiscal impact to the DHSS. DHSS staff currently perform many of the specific duties and responsibilities related to this proposal with resources provided by the Federal government. If a fiscal impact were to result, funds to support the program would be sought through the appropriations process.

FISCAL DESCRIPTION
The proposed legislation appears to have no fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
