FISCAL ANALYSIS


ASSUMPTION


City of Columbia officials assume that potentially $18,000 for a half-time administrative support person. Officials stated that their departments have expressed two concerns: 1) turnaround time between Council meetings, during which agenda items are identified (might need extra help to meet deadlines); and 2) the assumption that something other than mere collection must be done with public comments. Some City boards already have public comment time built in.


Officials of the City of Independence assume that fiscal impact would be difficult to determine.


Officials assume they would need one-half FTE in every one of their 16 departments to handle the change of procedures in order to get all agendas out before the end of the day on the Wednesday prior to the Monday evening meeting. Officials assume with the cost of $320,000 to staff every department, officials estimate the cost at $200,000.


Officials of the City of Centralia assume no fiscal impact.


Officials of the Office of the St. Louis County Executive assume no fiscal impact.


Oversight assumes that current law requires local governments to give 24 hour advance notice of public meetings. Oversight assumes that to move notification time ahead by 48 hrs. would have no fiscal impact. Oversight assumes there could be some administrative impact for staff to change procedures but would expect that impact to be insignificant.


Oversight assumes no state fiscal impact.
