FISCAL ANALYSIS
ASSUMPTION
Officials from the Office of the State Courts Administrator assume the proposal would have no fiscal impact on their agency.
Officials from the Department of Health and Senior Services assume the proposal exempts neighborhood youth development programs from child care licensing provisions in Chapter 210 if the program meets certain requirements. One of those requirements is that they screen all employees and volunteers through the Family Care Safety Registry (FCSR). DHSS obtained information on the Boys and Girls Clubs in Missouri. There are currently 34 clubs in the state with a total of 567 program staff and 1,100 volunteers. Some of the staff are already required to register with the FCSR due to their relationship with the Department of Mental Health. An estimated 810 additional FCSR registrations/screenings would be required if this bill were to pass. The increased number of registrations/screenings can be accomplished with existing FCSR staff. The fiscal impact for DHSS is zero.
Officials from the Department of Social Services (DSS) state the adoption subsidy portion of this proposal is the same as the original proposal. The proposed legislation deletes Section 453.073.4, which restricted adoption subsidy payments to children who reside in households with incomes below 200% of the federal poverty level. There is no impact to the Children's Division because the income limit was never implemented.
The committee substitute adds Section 210.78, which exempts neighborhood youth development programs from child care licensing requirements. This provision also has no fiscal impact to the DSS. The Department of Health and Senior Services, not DSS, is responsible for child care licensing. To be exempt from licensing, the youth development program cannot collect compensation for its services. Therefore, it appears unlikely that such a facility would be participating in the DSS child care reimbursement program.

FISCAL DESCRIPTION
The proposed legislation appears to have no fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
