ASSUMPTION


Officials of the Department of Health and Senior Services assume no fiscal impact to their department.


Officials of the Lafayette County Commission assume no fiscal impact.


Oversight assumes any ambulance district located within a fourth class county that currently is meeting state requirements of providing two licensed individuals when transporting a patient could realize some savings from being allowed to only have one licensed individual in attendance when transporting a patient. The decision to reduce staffing on ambulance trips would be discretionary and made by the ambulance district board.


Oversight will show fiscal impact to ambulance districts in fourth class counties to be either $0 or a positive unknown.

FISCAL IMPACT - Small Business


No direct fiscal impact to small businesses would be expected as a result of this proposal.


FISCAL DESCRIPTION


Under current law each ground ambulance is required to be staffed with at least two licensed individuals when transporting a patient, except for certain counties which are allowed to have only one licensed emergency medical technician, registered nurse or physician in attendance. This act adds Saline and Lafayette counties to the list of counties that are allowed to have only one licensed individual in attendance.


This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
