FISCAL ANALYSIS


ASSUMPTION


Officials at the State Emergency Management Agency, State Tax Commission, Department of Public Safety, Department of Agriculture, Capitol Police, Administrative Hearing Commission, Missouri Veterans Commission, Fire Safety, Office of the State Auditor, Office of the State Courts Administrator, Office of the State Treasurer, Department of Higher Education, Department of Social Services, Department of Labor and Industrial Relations, Alcohol and Tobacco, Department of Conservation, Budget and Planning, Water Patrol, Department of Economic Development, Missouri Highway Patrol, Missouri Gaming Commission, Department of Mental Health, Department of Health and Senior Services, Office of the State Public Defenders, Department of Insurance, Financial Institutions and Professional Registration, Office of Administration, Department of Elementary and Secondary Education, Secretary of State, Missouri Department of Transportation, Department of Corrections and the Department of Natural Resources assume that there is no fiscal impact from this proposal.


Officials at the Office of the Attorney General assume that any potential costs arising from this proposal can be absorbed with existing resources


Officials at the Department of Revenue assume this bill potentially could save the Department approximately $1.5 million in postage costs. Effective May 1, 2009, the United States Postal Service (USPS) is requiring, in order to continue to earn postage discounts, a new intelligent barcode on mail pieces to replace the current delivery point barcodes. The Department's mail management understands that the new intelligent barcodes will allow tracking of each piece of mail. If this is an accurate understanding, because of this bill the Department will no longer need to send mail certified, and therefore save the estimated $1.5 million.

FISCAL DESCRIPTION


This bill defines "certified mail" as it relates to the laws of this state to include any package or letter carried by a delivery service that allows a sender or recipient to electronically track its location.


This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
