FISCAL ANALYSIS


ASSUMPTION


Officials from the Department of Insurance, Financial Institutions and Professional Registration assume the proposal will have no fiscal impact on their organization.


Officials from the Missouri Department of Conservation(MDC) state the proposal would not appear to have a fiscal impact MDC funds.


Officials from the Department of Public Safety (DPS) - Director’s Office defer to the Missouri Consolidated Health Care Plan for response regarding the potential fiscal impact of this proposal on their organization.


Officials from the DPS - Missouri State Highway Patrol (MHP) defer to the Missouri Department of Transportation for response regarding the potential fiscal impact of this proposal on their organization.


Officials from the Missouri Department of Transportation (DOT) state the proposal will not impact the DOT, Missouri Highway and Transportation Commission or the DOT/MHP medical plan because the plan is not a “health carrier” as defined in the proposal.


Officials from the Missouri Consolidated Health Care Plan (HCP) state members are currently allowed to self-refer for up to 26 chiropractic visits per year. Additional visits would require prior authorization by the Medical Plan. This legislation does not fiscally impact the HCP.


However, HCP currently defines a Specialty Care Physician or a Specialist as a physician who is not a primary care physician and provides medical services to members concentrated in a specific area of expertise. It is assumed that this legislation does not require that chiropractors shall be designated as primary care physicians.

The proposed legislation appears to have no fiscal impact.
