FISCAL ANALYSIS


ASSUMPTION


Officials from the Department of Natural Resource and the Department of Public Safety - Director’s Office and State Highway Patrol each assume the proposal would not fiscally impact their respective agencies.


Officials from the Department of Conservation (MDC) state it is important to note that all Conservation Department unmanned ranges (approximately 75) allow the use of B-27 targets.


The MDC state they currently maintain five manned shooting ranges which allow the use of B-27 targets under a special permit for training or shooting conducted during non-public hours. However, these five manned ranges were not designed or constructed to support the wide use of B-27 target frames (which are larger than what is currently used). Therefore, this proposed legislation would have significant fiscal impact to MDC funds in order to construct and maintain larger frames at these ranges. The exact amount of impact is unknown, but is expected to exceed $100,000 annually.


Oversight will assume the proposal may have an impact on MDC funds in FY 2009 only and that this will not be an ongoing cost. Oversight will utilize MDC’s estimate of unknown - could exceed $100,000.

FISCAL DESCRIPTION


This proposal states that all public firearms ranges owned and operated by the State of Missouri or the agencies thereof shall allow the use of B-27 targets.


This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
