FISCAL ANALYSIS


ASSUMPTION


Officials of the Office of the Secretary of State - Rules Division stated that many bills considered by the General Assembly include provisions allowing or requiring agencies to submit rules and regulations to implement the act. The Secretary of State’s office is provided with core funding to handle a certain amount of normal activity resulting from each year’s legislative session. The fiscal impact for this fiscal note to Secretary of State’s office for Administrative Rules is less than $2,500. The Secretary of State’s office recognizes that this is a small amount and does not expect that additional funding would be required to meet these costs. However, we also recognize that many such bills may be passed by the General Assembly in a given year and that collectively the costs may be in excess of what our office can sustain with our core budget. Therefore, we reserve the right to request funding for the cost of supporting administrative rules requirements should the need arise based on a review of the finally approved bills signed by the governor.


Oversight assumes the SOS could absorb the costs of printing and distributing regulations related to this proposal. If multiple bills pass which require the printing and distribution of regulations at substantial costs, the SOS could request funding through the appropriation process. Any decisions to raise fees to defray costs would likely be made in subsequent fiscal years.


Officials of the Missouri Department of Conservation stated that the exact fiscal impact of this proposed legislation to the Conservation Commission Fund is unknown, but would exceed $100,000 annually.


Officials stated that most permits issued by the Conservation Commission are sold through private vendors at retail locations who are paid a transaction fee for the sale. Assuming these vendors are required to collect voter registration information, reprogramming of platforms for the Commission's electronic point-of-sale database, if feasible, would be necessary to accommodate the new functions. Additionally, vendors may insist upon a higher transaction fee to compensate for the additional duties required per permit transaction and Commission would be responsible for the expenses of collecting and transmitting voter registration information to the appropriate election authorities.







ASSUMPTION (continued)


Oversight assumes that local election authorities would provide voter registration applications to the vendors of hunting and fishing licenses within their counties.


Oversight assumes the vendors would offer each applicant of a hunting or fishing license, an application for voter registration. The applicant at their option could accept the application or reject the application.  


Oversight assumes the vendor, if the application were filled out at the place of business, would mail the application for voter registration to the local election authority. If the applicant took the application with them they would mail the application to the local election authority.


Oversight assumes the vendor of hunting and fishing licenses could realize some insignificant administrative impact, but there would be no fiscal impact for the state or local election authorities. Oversight assumes no fiscal impact for state or local government.


Officials of the Department of Health - Vital Statistics assume no fiscal impact to their department.


Officials of the Platte County Board of Election Commission assume no fiscal impact from this proposal.

FISCAL IMPACT - Small Business


Small businesses that sell hunting and fishing licenses could expect to realize some administrative impact consisting of administration of voter registration applications. Administrative impact would include staff time, and possibly some postage costs.


FISCAL DESCRIPTION


This bill allows voter registration with applications for resident hunting and fishing permits. The applicant for a voter registration form would be required to submit with the application form a copy of a birth certificate, a Native American tribal document, or other proof of United States Citizenship, a valid Missouri driver’s license, or other form of personal identification.


This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
