FISCAL ANALYSIS


ASSUMPTION


Officials of the Office of the Secretary of State assume no fiscal impact to their department.


Officials of the Missouri Department of Conservation assume that permit vendors would not be required to ask each applicant if they would like a voter registration application, but would give the license applicant a voter application if they would ask the vendor for one.


Officials assume that they would realize minimal fiscal impact for postage required to mail out voter registration forms when requested by phone applicants.


Oversight assumes the Conservation Commission would realize insignificant administrative fiscal impact. Oversight assumes the number of phone requests for a voter registration application would not be significant. Oversight assumes the postage required for mailings could be absorbed with existing appropriations.


Oversight assumes the vendors would offer each applicant of a hunting or fishing license an application for voter registration. The applicant at their option could accept the application or reject the application. Applicants would be responsible for mailing their application to the local election authority.  


Officials of the Platte County Board of Election Commission assume no fiscal impact from this proposal.

FISCAL IMPACT - Small Business


No direct fiscal impact to small businesses would be expected as a result of this proposal.


FISCAL DESCRIPTION


Requires all applicants for any resident hunting or fishing permit at any local Department of Conservation office or permit vendor to receive a voter registration application form. The Secretary of State would provide application forms for voter registration to the Department of Conservation for distribution to local offices and permit vendors. Applicants would mail the completed voter registration application to the local election authority.


This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
