Section 15. PREAMBLE. The people of Missouri hereby state our intention that this initiative lead to the adoption of the following U.S. Constitutional Amendment:
(Adopted November 5, 1996)(1998) Article VIII, sections 15-22 are a facially unconstitutional violation of plaintiff's first amendment rights and also violate articles I and V of the U.S. Constitution. Gralike v. Cook, 996 F.Supp. 917 (W.D. Mo.).
