259.020. The member agencies shall be represented on the council by the executive head of the agency, except that the University of Missouri shall be represented by a professor of petroleum engineering employed at the University of Missouri. The executive head of any member agency may from time to time authorize any member of the agency's staff to represent it on the council and to fully exercise any of the powers and duties of an agency representative. Two other persons shall be appointed to the council by the governor, with the advice and consent of the senate, who are residents of Missouri and who shall have an interest in and knowledge of the oil and gas industry.
