577.530. The director of revenue shall have authority to make such rules and regulations as he deems necessary for the administration of sections 577.500 to 577.525. No rule or portion of a rule promulgated under the authority of sections 577.500 to 577.530 shall become effective unless it has been promulgated pursuant to the provisions of section 536.024, RSMo.
